Climate Pioneer Districts Graz (KPQ Graz): Preparation of the climate-neutral districts ÖBB Eastern Railway Station and Smart City North-West
The Climate Pioneer Districts Graz (KPQ Graz) project is preparing the development of the districts "ÖBB Eastern Railway Station" and "Smart City North-West" in Graz towards climate neutrality. Based on the lessons learned of the evaluation of the already realised district "Smart City Graz", an innovative district concept is being created for the infrastructure topics of energy, mobility, green/open space and social sustainability. The central goal of the exploration is the subsequent realization of at least one of the two pilot quarters.
NUCLEUS - Sustainable Urban Clusters for Climate-Neutral, Efficient, and Eco-Friendly Urban Development
The exploratory project NUCLEUS examines how Positive Energy Districts (PEDs) can serve as catalysts for positive urban developments. The climate pioneer district Tagger Areal in Graz serves as a case study. The project aims to identify technical and regulatory challenges and develop future-proof energy concepts to enable the exchange of electricity, heat, and cooling with surrounding industrial enterprises.
PDCA4Future - Feasibility Study for a Climate-Resilient Urban District in Bruck an der Mur through a New Planning and Financing Approach
Using the Hannes-Bammer-Sports Hall as a case study, the PDCA4Future feasibility project in Bruck an der Mur aims to develop an innovative planning and assessment tool. This involves creating renovation and financing models that align climate neutrality goals with sustainable urban planning. The objective is a fact-based and replicable investment decision (renovation vs. new construction).
NutOpIA Klagenfurt - Optimisation of indoor and outdoor use in Klagenfurt
The NutOpIA Klagenfurt project aims to drive the transformation to a climate-neutral city forward by optimising the use of spaces and areas both internally and externally.
Climate-School-Life - Preparation of the climate-neutral educational campus in Gratwein-Straßengel
The project aims to start the transformation process of the educational campus of the market town of Gratwein-Straßengel into climate-neutrality. The need for the expansion and modernisation of the elementary school forms the central part of this development. The project provides an integrated district concept for the four central infrastructure topics of the project: urban development, architecture, mobility and energy. Participation processes of the population and innovative financing models are further components of the exploration.

The City of Schwechat has been actively committed to climate protection for over 25 years and has been a member of the Climate Alliance since 1999. In 2023, it once again set strong climate protection signals with the adoption of guidelines for energy and climate protection funding. This commitment continues in 2024, with measures such as the mobility concept and the urban climate analysis.
Mission2030 – Climate-neutral Smart City Klagenfurt 2030
As Austria's only city, Klagenfurt is part of the EU Cities Mission 2030. Along with Rome, Barcelona, Laibach and other European cities, the Carinthian state capital has set itself the goal of being climate neutral by 2030. A project that is not utopia, but quite realistic! An essential component and backbone of this mission is the Austrian Pioneer Cities Program.
Braunau 2040
The city of Braunau am Inn is one of the first Climate Alliance municipalities in Upper Austria, a long-standing member of a climate and energy model region and regularly implements measures and projects in the area of climate action and protection (energy concept, mobility concept, etc.). Together with the Climate Alliance Upper Austria, the municipality of Braunau am Inn would now like to develop a municipal climate neutrality roadmap with clear options for action for the coming years.

KlimaP Stockerau
The municipality of Stockerau, with a population of around 17,000, is the largest town in the Weinviertel region, located approximately 25 km north-west of Vienna. It is a school town, a transport hub and a centre of attraction for industrial and commercial enterprises. The city has been actively involved in climate change adaptation for over 30 years.
SeiersbergPirka2040 - #wirsindzukunft: Roadmap for a climate-neutral future in Seiersberg-Pirka
Seiersberg-Pirka is the second largest municipality in the district of Graz-Umgebung and was created in the course of the Styrian municipal reform in 2015 by merging the previously independent municipalities of Seiersberg and Pirka. The municipality is located south-west of the provincial capital Graz and is one of the fastest growing municipalities in Austria.
Wiener Neustadt Climate neutral
Wiener Neustadt as a pioneering city, is making a conscious and ambitious transition towards climate neutrality. This complex transformation requires different measures. The measures shall both be developed in-house or developed by others and transferred to Wiener Neustadt. The effect of the entire bundle of measures from the different areas (e.g. governance, implementation districts, learning environment or energy, mobility, buildings, etc.) is subject to fact-based climate monitoring.
Linz with Ambitio3xn - Linz with ambition for climate neutrality: governance, infrastructure and climate-social neighborhood Franckviertel
The project "Linz with Ambitio3xn" supports the city of Linz in becoming climate neutral by 2040. Contributing to this ambitious goal requires aligning urban planning instruments with urban climate mitigation and decarbonizing existing gas infrastructure in the Franckviertel neighborhood. In the project, standards for net zero non-profit housing will be tested in practice and shared learning are promoted.
Köflach climate-neutral - a town with fossil history and climate neutral future
In recent decades, the city of Köflach has focused on structural change, moving away from the lignite mining that used to characterise the town and towards a sustainable future. Building on this, Köflach offers good conditions as an attractive residential location. The sustainable transformation of the town can be driven forward with consistent measures towards climate change-adapted living and climate-neutral energy supply, while at the same time strengthening the nationally recognised tourist destinations.
CO2 free Deutschlandsberg 2040
The city of Deutschlandsberg has set itself the goal of becoming climate-neutral by 2040 and is developing a climate neutrality roadmap to ensure climate-resilient urban development. This plan is also intended to combine the expected population growth, due to the commissioning of the Koralm railway at the end of 2025, while maintaining a high quality of life.
City – Country – Climate: Four districts, one joint roadmap for a climate-neutral Gratwein-Straßengel
The aim is to initiate a structured and effective path towards climate neutrality 2035+ in the market town. In the context of the project, climate neutrality includes the topics of neighbourhoods and buildings, mobility and energy.
Klimapionierstadt Wien

Climate Plan Spittal - Development of a climate neutrality roadmap for the city of Spittal an der Drau
The City of Spittal/Drau is already addressing the challenges of the future in many areas and through numerous initiatives (e.g. as part of a KEM and KLAR region, as an e5 municipality, with the adoption of a climate and energy mission statement in 2024, etc.). The city aims to maintain the quality of life both locally and regionally, and to continue ensuring high-quality urban living, working, and economic spaces. It recognizes that achieving this requires short-, medium- and long-term strategies across all climate-relevant sectors.
STPionier - St. Pölten: From industrial city to climate pioneer city
Until the year 2022, the city of St. Pölten did not have a strategy or concept that dealt decisively with the climate crisis. One of the reasons for this was the lack of a responsible department in the St. Pölten administration. With the pioneer city process, a staff unit has now been established that takes on climate agendas and introduces and promotes them in municipal processes and projects.
Vision4Voitsberg - Climate neutrality plan 2040 for the municipality of Voitsberg
Voitsberg aims to support the achievement of national climate goals by developing a tailored roadmap that builds on existing projects and targets climate neutrality by 2040. This roadmap will be created in close collaboration with the city administration, key interest groups, and decision-makers from politics and business.
