Climate Pioneer Districts Graz (KPQ Graz): Prepa­ration of the climate-neutral districts ÖBB Eastern Railway Station and Smart City North-West

The Climate Pioneer Districts Graz (KPQ Graz) project is preparing the development of the districts "ÖBB Eastern Railway Station" and "Smart City North-West" in Graz towards climate neutrality. Based on the lessons learned of the evaluation of the already realised district "Smart City Graz", an innovative district concept is being created for the infra­structure topics of energy, mobility, green/open space and social sustainability. The central goal of the explo­ration is the sub­sequent realization of at least one of the two pilot quarters.

Short Description

Initial situation / motivation

The city of Graz has set itself the ambitious goal of becoming climate neutral by 2040. As one measure to reach this, four districts (two of which are existing districts to be retrofitted and two conversion areas for new construction) were selected as potential pilot districts as part of the Climate Pioneer City Graz project (Financing Partnership with the federal level), which are to be realized with a special focus on climate neutrality by 2030.

The exploratory project "Climate Pioneer Districts Graz" (KPQ Graz)" is scientifically supporting the district development of the two conversion areas mentioned in the ongoing planning process: At area of ÖBB Eastern Railway Station, the final results of an urban development competition serve as the planning basis, and at district "Smart City North-West", the results of an urban planning process is available, which will now being supported for implementation in the course of the KPQ-project.

Contents and objectives

Starting point of the one-year exploratory project "KPQ Graz" is an integrated evaluation of the nearly completed "Smart City Graz district development" which is already in operation. This evaluation will comprise four subdomains: energy, mobility, climate change adaptation and social sustainability including multi-stakeholder and participation processes, as well as digitalization as a cross-sectional aspect. 

Special attention is given to the operational phase in the evaluation. Successful, replicable measures and processes will be identified and new requirements for climate-friendly district developments will be determined complementary. These findings shall be used to optimize future district development processes in Graz and other Austrian cities.

Methodological approach

Potential analyses will be carried out for both new districts based on the already available plannings and analysis results and on current trends and framework conditions to foster climate neutral city development. These results will be used to select one of the two districts for the creation of the prototypical integrated feasibility concept and the action plan, considering the evaluation results from the already realised Smart City district.

Expected results

As part of the exploratory KPQ-project, an action plan will be drawn up along with a specially designed quality assurance manual for the finally selected prototypical district. This manual focusses on the thematic priorities of the project (energy, mobility, climate change adaptation and social sustainability) as a basis for development plans and urban development contracts. Other cross-cutting topics, including digitization and certification of buildings and districts, are also part of the integrated concept development. 

With a view to the subsequent implementation of the integrated feasibility concept, an action plan to specify the further procedure is to be drawn up in cooperation with the property owners. The main goal of climate protection measures on the district level will be well prepared according to the state of the art for targeted application and implementation in Graz and in further Austrian cities (replication approach).
