The R&D project 2-K3, based on the concrete demonstration project "Wiener Luft" at the former Vienna Nordwestbahnhof (Northwest Railway Station), addresses the question of how the three Cs of climate protection, climate change adaptation, and the circular economy can be fully implemented in a prototypical, affordable, subsidized Viennese housing project.

Biotope City - construction manual for the green city of the future
"Biotope City" is an overall concept for the implementation of comprehensive urban greening with the aim of using the regenerative mechanisms of nature. With this approach, quality of life is to be comprehensively, sustainably and cost-effectively increased and resilience against extreme weather events in cities will be improved. The project aims to generate realistic components of a "construction manual" for the green city of the future, which are generalizable and transferable.
Building the Future Together: the NEB:werk Model Quarter Payerbach in the Semmering World Heritage Region
The NEB:werk Payerbach project transforms the central village square of Payerbach in the UNESCO Semmering World Heritage Region into a climate-resilient, community-driven model quarter aligned with the principles of the New European Bauhaus. By combining adaptive reuse, regional craftsmanship, sustainable energy concepts and participatory planning, the project creates a future-oriented place for living, working, culture and social interaction. NEB:werk treats built heritage as a resource and develops transferable models for sustainable rural transformation.

A church building complex is becoming a prototype for combining monument preservation with new types of use. In line with the NEB initiative, the 'Campus St. Martin' is to be developed into a district community centre for informal encounters, culture, social and personal exchange, education and community.

CityStore - Sondierung des wesentlichen F&E-Bedarfs zur Optimierung von städtischen Energiespeichern in integrierten Energiesystemen
CityStore pursues a first-of-its-kind, innovative approach on spatial location of storage needs and potentials. This includes the evaluation of concrete challenges and prerequisites as well as the identification of useful storage technologies and capacities. Model calculations for the model cities Graz and Weiz will be carried out. If, and to which extent, the results can be generalized will be investigated in the Follower Region South Burgenland. The results should enable optimized planning and realization of urban energy storage facilities – thereby enabling targeted investments in energy infrastructure to achieve (local) climate and energy targets.
Climate Pioneer Districts Graz (KPQ Graz): Preparation of the climate-neutral districts ÖBB Eastern Railway Station and Smart City North-West
The Climate Pioneer Districts Graz (KPQ Graz) project is preparing the development of the districts "ÖBB Eastern Railway Station" and "Smart City North-West" in Graz towards climate neutrality. Based on the lessons learned of the evaluation of the already realised district "Smart City Graz", an innovative district concept is being created for the infrastructure topics of energy, mobility, green/open space and social sustainability. The central goal of the exploration is the subsequent realization of at least one of the two pilot quarters.
Climate Plan Spittal - Development of a climate neutrality roadmap for the city of Spittal an der Drau
The City of Spittal/Drau is already addressing the challenges of the future in many areas and through numerous initiatives (e.g. as part of a KEM and KLAR region, as an e5 municipality, with the adoption of a climate and energy mission statement in 2024, etc.). The city aims to maintain the quality of life both locally and regionally, and to continue ensuring high-quality urban living, working, and economic spaces. It recognizes that achieving this requires short-, medium- and long-term strategies across all climate-relevant sectors.
Climate-School-Life - Preparation of the climate-neutral educational campus in Gratwein-Straßengel
The project aims to start the transformation process of the educational campus of the market town of Gratwein-Straßengel into climate-neutrality. The need for the expansion and modernisation of the elementary school forms the central part of this development. The project provides an integrated district concept for the four central infrastructure topics of the project: urban development, architecture, mobility and energy. Participation processes of the population and innovative financing models are further components of the exploration.
ClimateCare - Green rating for climate-vulnerable groups in urban areas
The project utilizes climate and satellite data to analyse the relationship between urban green spaces and the well-being of heat-vulnerable populations in ten Austrian pioneer cities. The project delivers data-backed recommendations and investment rankings for greening measures, such as rooftop and façade gardens, to maximize health benefits and cost-effectiveness.
ClimateConcrete Bregenz - Model development of transferable NEB quality processes for climate-resilient urban districts in Bregenz
KlimaKonkret Bregenz is not a traditional planning project; rather, it develops a clear framework for quality and decision-making in future urban development. Its aim is to bring together topics such as climate resilience, mobility, building culture, and social issues in a way that enables policymakers and administrators to make well-informed, sustainable long-term decisions. This results in concrete tools, such as binding quality criteria in accordance with NEBKritQ and—where appropriate—a design guideline derived from these criteria for future projects.
Commercial Quarter Erdberger Mais (EBM) - Transformation of a Business Development Area into a Climate-Resilient Commercial Quarter
The project addresses the urgent need to further develop existing industrial areas in a climate-resilient, resource-efficient, and future-oriented way. The approximately 7.6-hectare commercially used site in Vienna is to be developed as an industrial-commercial area in line with the Wien-Plan (Urban Development Plan 2035).
DIM4Energy - Digital Information Models for the Planning and Optimization of Buildings and Urban Energy Infrastructure
Digital information models (DIM) are playing an increasingly important role in urban planning and decision-making processes, from individual buildings (BIM) to urban information models (UIM). For the planning and optimal operation of plus-energy neighborhoods, valuable information could be obtained from these existing models, provided the appropriate data sources and associated software tools are properly linked.
DUO-TES - Double utilization of aboveground and underground sprinkler water tanks as thermal energy storages
Exploratory project on the dual use of sprinkler and fire-fighting water tanks as thermal energy storages and their integration into building-internal heating and cooling processes as well as into district heating and cooling networks. The dual use of this infrastructure promises significant decarbonization and cost-reduction potential through energy savings and an increased share of renewable energy, while simultaneously enhancing system resilience.
Designing Synergies. Spatial and Energetic Transformation Scenarios for Small Towns and Municipalities Using the Example of the Wagram Region (Lower Austria).
An interdisciplinary exploratory project that synergistically analyses strategies for the activation of vacant buildings and the potential for the formation of small-scale energy communities. The starting point is student projects from the Institute of Architecture and Design, TU Wien, for four municipalities in the Wagram region. On this basis, an interdisciplinary team of experts is developing a concept for a synergy cluster focussing on spatial energy planning, building physics, the circular economy and social innovation.
Digi-HBV - Topology-optimised reinforced concrete slabs with digital formwork and reinforcement
Digi-HBV delivers a reusable, material-efficient floor system that combines ecological impact with industrial feasibility. Core innovations include interlocking, CNC-milled timber dowels for the timber–concrete interface, demountable joints to ensure in-plane (diaphragm) action, and a generative, LCA-coupled file-to-factory workflow. Full-scale load tests verify load-bearing capacity, durability, and demountability. The outcome: at least 50% lower manufacturing emissions, significantly shorter construction times, and a scalable product for climate-neutral, circular construction.
ECC – EnergyCityConcepts – Development of a methodology and concept for the implementation of sustainable energy systems in cities by the example of Gleisdorf and Salzburg
In the context of this project two concrete model regions (small city Gleisdorf and urban city quarter Salzburg-Schallmoos) will be developed and tested with new methodical approaches (interdisciplinary urban and regional energy planning, modeling and simulation). An ambitious political commitment of both model regions is a 100% renewable or rather CO2-neutral energy supply.
EM Städte - Monitoring and evaluation of urban energy flows
In the first phase of the project, the data source of the energy statistics will be analyzed. Based on the findings of the analysis a methodology on build up regional energy balances will be developed. The methodology will be integrated into the Senflusk tool and tested on five reference cities in Austria.
