Exploration project “Glangaerten” – development of a climate neutral neighbourhood in Salzburg Maxglan

Starting point / motivation
The area of the "Glan Gardens" in the city of Salzburg covers approx. 5.3 hectares in the Maxglan district. This area is one of the few larger dedicated building land reserves for housing in the city of Salzburg. The development of the area has been discussed for years. The vision is to implement a climate-neutral quarter that, in addition to high-quality residential use (for different target groups), also offers infrastructure services to implement a mixed district.

Contents and goals
In the course of the exploratory study (in preparation for a demonstration project), investigations and foundations will be created for the following topics. The results are prepared in such a way that they are transferable and provide a helpful basis for other projects. The findings and results are disseminated via networking platforms (e.g. climate-neutral cities).
Integrated planning process with citizen participation – formats are being developed to develop and communicate clear quality goals and specifications for planning in broad participation and with the involvement of experts. The aim is to create a mixed-use quarter with an active ground floor zone to complement the district's infrastructure and create various offers for residents.
The quarter is to become a meeting place in the district, which also provides added value for the existing resident population. To this end, social aspects are taken into account and special operator and usage concepts are developed.
Energy: In the course of the sounding, the basis for the site will be surveyed, potentials from waste heat from the nearby industrial park, ambient heat and internal profits will be simulated. The vision is to develop an energy concept for the area and beyond for the district, with which the goal of a CO2 neutral and plus-energy district can be achieved.
Mobility: Technical and economic solutions for sustainable mobility are sought, which can also be implemented for areas that are not located in urban centres with very good public transport conditions. A concepts, that shall be analysed is a central parking house with mobility point.
Open spaces: The theme of "garden" as part of the project name is to be rethought and interpreted. Here, aspects of the various uses / functions / demands of the individual user groups and the associated conflict potentials as well as the topic of microclimate and climate change adaptation are to be taken into account. In close cooperation with the Salzburg City Gardens and landscape planning experts, a catalogue and a collection of best practices will be created and the requirements and ideas will be implemented in the ongoing planning.

Methods
In April 2025, a cooperative planning process is starting, in which the foundations for a master plan for the area will be developed with 3 planning teams in several workshops. In the course of the exploratory project, working groups will develop the basics and content for the individual topics, which will be incorporated into the planning process on an ongoing basis. Ongoing citizen information and involvement on the individual topics is planned.
Expected results
- A development concept with a usage concept for the area is to be available by the end of 2025.
- Energy demand survey, potential assessment for the district and an initial energy concept, which will then be continuously refined in the further planning concept.
- Open space concept with regard to the aspects of user-friendliness, climate change adaptation and microclimate
- A collection of best practice (catalogue) for open space solutions
