Quartiershub Itzling I Innovation Lab for the Development of the Salzburg Itzling District Hub

Starting point / Motivation
In the Climate Roadmap and the Spatial Development Concept of the City of Salzburg, Itzling is designated as a key area for climate-neutral and comprehensive transformation. Several large-scale projects, such as the redevelopment of the Goethesiedlung, are forthcoming.
To ensure a sustainable transformation, coordinated, integrated, and socially inclusive neighborhood development is required. The Goethesiedlung in particular, as a built-up district, offers potential for transferable participatory solutions.
Current administrative structures in the City of Salzburg are not sufficient to efficiently coordinate this complex transformation process: there is a lack of a central contact point for networking, implementing participatory processes, bundling data, and transferring knowledge.
Content and Goals
The Itzling district Hub creates a physical interface and close integration between the city administration, municipal departments, and the neighborhood with its players. It enables a transdisciplinary approach with active involvement of the existing population and supports the implementation of climate goals in construction projects and neighborhood development.
As an actors-, project-, and innovation-hub, it initiates new projects and promotes the use of renewable energy and sustainable materials. In addition, a data-hub containing relevant (geo-)data and a digital twin for buildings, mobility, energy, and urban planning is being developed. A knowledge-hub secures and disseminates systems and transformation knowledge through digital tools, a web platform and event formats.
Methods
The district hub combines the functions of an actors-, project-, data-, and knowledge-platform, thereby bringing together administration, business, research, and civil society. By connecting planned projects and players—from residents and housing developers to research and educational institutions—synergies are leveraged.
Through a transdisciplinary approach, new planning and participation formats, digital tools (e.g., digital twin, participatory web app), and target-group-specific knowledge preparation, a role model for sustainable and participatory neighborhood development is created.
Existing relevant (geo-)data are systematically consolidated and made available for the first time in a central data-hub. A complementary impact assessment evaluates the new innovative concepts based on project-specific implementation indicators.
Expected Results
The innovation lab delivers scalable solutions for coordinated, integrated, and socially inclusive neighborhood development. For example, participation formats and governance processes for sustainable neighborhood development are developed, evaluated, and translated into recommendations for action.
Key outcomes of the project-hub include initiated RDI (Research, Development and Innovation), demonstration, and implementation projects, complemented by an innovation roadmap containing collected, prioritized, and demand-oriented ideas for Itzling.
