ProzesSan - Development of processes to increase the decarbonisation and refurbishment rate in the housing sector

The project aims to assist owners of large property portfolios with the challenges of refurbishing their buildings. The first step is to identify the various obstacles and develop appropriate solutions. These will be tested in three workshop phases with the owners, and a workshop manual and guidelines will be developed.

Short Description

Starting point / motivation

The requirements of the EU taxonomy pose enormous challenges for building owners, especially those with large property portfolios, to modernize their respective property portfolios accordingly and in line with the achievement of climate targets. There are various obstacles of a financial, legal and other nature that stand in the way of rapid and comprehensive decarbonization and thermal refurbishment.

For example, the large group of non-profit building associations ("Gemeinnützige Bauvereinigungen") in particular, which manage around 1 million residential units in Austria, has limited financing options for comprehensive refurbishments due to insufficient reserves, which vary greatly from object to object. Other obstacles include taking into account the needs of tenants and homeowners and technical challenges.

In addition to this variety of obstacles, it is also about the efficient adaptation and design of internal organizational processes and workflows, which have so far mainly focused on new construction and administration.

Contents and goals

For these reasons, specific support services are needed for owners of large real estate portfolios so that they can actually make progress with the decarbonization of their building stock. On the basis of a fundamental analysis, in which a detailed inventory is carried out to identify implementation-relevant hurdles and the development of corresponding solution strategies, a three-stage workshop concept is being developed in the project, which is to be tested with up to three different owners of large housing portfolios.

Methods

The workshop concept takes into account the different situations of building owners in the process of decarbonisation/refurbishment (while some are just starting out, others have already analysed their portfolio, etc.).

Both procedural and thematic obstacles are addressed. Addressing the process level is seen as a central lever where analogies can be drawn to successful processes of organizational and personal development. In the three workshop stages of commitment/vision, strategy and implementation, existing processes are evaluated and possible new approaches and adjustments to the organizational structure are developed.

Expected results

The project thus makes a relevant contribution to increasing the rate of decarbonization and refurbishment in the building sector. There are significant benefits both for the owners of large property portfolios and for service providers, who can include customized consulting services in their portfolio based on the project results, as well as for the construction industry in general, which benefits from the increased refurbishment activity.
