NEB Strobl - NEB-compliant development of the "Fürstenberg – Living Together" neighborhood in the municipality of Strobl

Motivation
In the federal state of Salzburg, 62% of people live in rural communities and there is a high demand for affordable housing. By taking into account the keywords "sustainability, aesthetics, and inclusion" addressed in the New European Bauhaus (NEB) in neighborhood development, the transformation of the built environment can be significantly advanced, especially in rural areas, and high-quality living space can be created in line with the European Green Deal.
Rural communities are confronted with phenomena such as rural exodus and aging populations, while smaller communities lack the financial resources and internal expertise for sustainable and future-proof neighborhood development.
Content and goals
The "Fürstenberg" area in the municipality of Strobl is being developed as a model project in line with NEB objectives. One goal of this research project is to have NEB-compliant planning and conceptual foundations in place for the "Fürstenberg – Living Together" neighborhood by the end of 2026.
Another goal is to develop an evaluation and planning tool for NEB neighborhoods based on the (as-yet-unpublished) NEBKritQ [Temel et al, 2025] and to implement this in the klimaaktiv standards for settlements and neighborhoods.
Methodological approach
To this end, the interdisciplinary and integrated steering group that has already been set up will be trained in the NEB criteria. The second step involves taking stock of the neighborhood and its immediate surroundings by evaluating data sources (SAGIS, Salzburg Heat Atlas, etc.) - infrastructure analysis and a social space analysis. The housing needs survey that has already been carried out is analyzed.
From this, a draft concept is created in a participatory process, taking into account the strategic NEB goals, and implemented in a planning competition. These workflows are documented to serve as templates and a basis of experience for further processes. At the same time, a planning and evaluation tool based on the NEBKritQ is developed.
Expected results
- NEB-compliant planning and conceptual principles – implemented in a development concept for the "Fürstenberg" site in Strobl
- The process and key findings are documented and prepared in such a way that they are available to other municipalities, state politicians, and municipal stakeholders
- A planning and evaluation tool for NEB neighborhoods – implemented and the klimaaktiv settlement declaration
