Testbed for impact analysis with all 10 major pioneer cities

As part of this pilot project, ten large pioneering cities in Austria are testing a uniform, data-based method for evaluating, planning and managing their climate neutrality roadmaps. The aim is to analyse the impact of measures in a structured manner and to make the transition to climate neutrality more efficient.

Starting point / motivation

Austria can only achieve climate neutrality by 2040 if cities take effective, coordinated and evidence-based action. Large cities in particular face similar challenges: they must manage complex systems, collaborate across sectors and make progress measurable. What has been lacking so far is a common language that links planning, impact and financing, thereby enabling structured exchange between cities.

Contents and goals

As part of this pilot project, the ten pioneering cities are testing a standardised method for the climate transition based on the Transition Elements Framework and the digital ClimateView platform. The aim is to digitally structure existing climate action plans and initiatives in such a way that they can be efficiently reviewed using KPIs and updated if there are gaps in implementation. The cities are not working in isolation, but as a learning network: they use the same data models and learn together which measures are the most effective.

Methods

The cities are undergoing a structured 'transition journey' with four modules that build on each other:

  1. Laying the foundations: Greenhouse gas inventory, goal setting, governance
  2. Developing strategies: Transition Elements, scenarios, tempo analysis
  3. Prioritising interventions: Intervention mapping, intervention allocation, outcome logic
  4. Measuring impact: Indicators, monitoring, interactive dashboards

The learning process takes place in interactive learning modules, an online academy and through peer exchange.

Expected results

The project lays the foundation for a supraregional, scalable learning and steering structure that can be transferred to other cities and municipalities in Austria.

  • Establishment of a common outcome logic in all ten cities
  • Development of publishable, digital climate neutrality roadmaps with a clear picture of progress
  • Systematic classification of existing and planned interventions, linked to specific transition targets (e.g. 50% share of electric cars)
  • Definition and testing of key indicators for impact-based monitoring
  • Competence building in administration and partner organisations for data-driven climate planning

The collective intelligence of the ten test bed cities – embedded in a network of over 300 cities worldwide on the ClimateView platform – creates a growing pool of structured knowledge, data, models and reasoning from which every other city and municipality in Austria can benefit directly.
